Milestone Title is a woman and veteran owned small business lead by Cerissa Michelle O’Neal, a Maryland Real Estate Attorney, who works side-by-side with her mother, Jackie Lynn O’Neal, a veteran who served in the United States Army.
Located in the heart of Prince Georges County Maryland, Milestone Title serves Maryland and the District of Columbia, with satellite locations throughout the area. Milestone Title’s staff, attorneys and professional team work closely with public and private sector organizations in residential and commercial development, from the commencement of technical assistance related to property acquisition through, and beyond, the issuance of a title insurance policy.

Cerissa M. O’Neal, Esq.

With over 16 years of legal real estate experience, Cerissa has dedicated herself to the empowerment and success of her clients. She founded Milestone Title in 2004 with the determination to serve residents and real estate professionals with the commitment, respect, competence and care she desired for herself and others. Since that time, Cerissa has grown Milestone Title to be one of the most in demand title and escrow companies in the Washington, DC region, the District of Columbia, and the state of Maryland. Whether her client is a first-time home buyer, a seasoned real estate agent or a savvy commercial investor, Cerissa provides excellent, trusted, and valued services with a compassionate tone unrivaled in the industry.
Cerissa earned her Juris Doctorate from the Columbus School of Law at Catholic University of America in Washington, DC. She is an expert in all areas of the real estate closing process including examining titles to real property; resolving complex title and legal issues; providing legal analysis of real estate transactions; negotiating real estate contracts; providing legal assistance to realtors, lending institutions, county governments, and homeowners; as well as performing quality control reviews. Cerissa also serves the industry as a highly sought-after instructor, speaker and trainer to real estate agents and brokers, loan officers, and consumers.
Cerissa proudly served on the Board of the Maryland Land Title Association, and is still an active member. She also served on the Board of the National Association of Real Estate Brokers: Prince George’s County Chapter. She volunteers her time and training to nonprofit agencies providing housing and credit counseling to consumers; and enjoys travelling, Yoga, Tai Chi and Meditation.
Jackie L. O’Neal

As an accomplished professional with over 30 years of management experience, and a United States Military Veteran, Jackie is proud to be of service to the clients and interests of Milestone Title. Jackie joined her daughter, Cerissa O’Neal, in 2006 to help grow Milestone Title to the preferred title and escrow company it is today. Jackie’s wealth of knowledge as a Licensed Title Insurance Producer and her experience at Milestone Title allows her the vision and expertise to execute all duties and functions needed to seamlessly and professionally manage the day-to-day operations of the company.
Jackie served in the US Army for eight years. She is an active member of her community, and enjoys exercise, yoga and traveling.
